Wisconsin Statewide Ped/Bike Safety Assessment

As a federal requirement for the Wisconsin Strategic Highway Safety Plan, TADI led a Statewide Vulnerable Road User (VRU) Safety Assessment. This pivotal initiative comprises three key aspects aimed at enhancing pedestrian and bicyclist safety across the state.

Safety Analysis: High-Injury Network Identification

TADI conducted an exhaustive safety analysis to pinpoint a statewide high-injury network for pedestrians and bicyclists. Disadvantaged areas were identified using the USDOT Equitable Transportation Community (ETC) Explorer tool and overlaid on the maps showing the high-injury networks.

Consultation with Key Stakeholders

Through surveys and follow-up meetings, TADI engaged Metropolitan Planning Organizations (MPOs), Regional Planning Commissions (RPCs), Tribal Governments, municipalities, and the public. This approach delved into VRU safety concerns and ongoing efforts to improve safety.

Safe System Approach Lens

TADI meticulously reviewed 2,000 fatal and serious pedestrian and bicycle crashes through the lens of the Safe System Approach. This holistic perspective considered various factors including individuals, vehicles, speeds, post-crash care, and road infrastructure.

This impactful Statewide Vulnerable Road User Safety Assessment report is published as an appendix to the Strategic Highway Safety Plan. TADI executed an equitable approach by engaging stakeholders, analyzing crash data, and incorporated tools such as the ETC.
