Foxconn TIA and Signal Designs

Location: East of 41/94, south of STH 11, north of CTH KR, and west of CTH H, in Mount Pleasant, Wisconsin
TADI's Role: Provide a fast-tracked WisDOT required TIA with recommended improvements for roadways, intersections, development access locations and interchange modifications for WisDOT, Racine County and Village approval.


TADI worked with Foxconn and Village staff to find a site to accommodate the initial and full buildout of the Foxconn development with 13,000 employees, with significant areas for manufacturing along with development areas for suppliers, commercial and office development, totaling more than 2,400 acres. The project required long range planning to accommodate future land uses. TADI evaluated initial and ultimate buildout traffic impacts for this large development. TADI worked closely with WisDOT, Kenosha County, the Village of Mount Pleasant, Foxconn, and local and state officials for truck routing, vehicular access, and internal development circulation during the TIA process.

Due to the significant amount of both truck traffic and automobile traffic expected at full buildout, the TIA addressed interchange options, access options, roadway layout options, development access options along with addressing cross-sections and future signalized intersection locations. Due to the significant roadway modifications required to accommodate this large development, extensive coordination with WisDOT was required. TADI continued working on the Foxconn and Hammes Company after submittal and approval of the TIA with traffic signal designs and development site plan modifications. The following tasks were performed:

• Analysis of various buildout options
• Analysis of phasing of improvements
• SYNCHRO analysis and modeling
• Recommended improvements per development phase
• TIA Report (approved)
• Signal Designs
