Before USDOT’s SS4A began funding Safety Action Plans, TADI was already helping communities build Local Road Safety Plans. In February 2022 we delivered a citywide plan for Janesville using 2016–2020 crash data across 20 intersections, 3 corridors, and 10 pedestrian crossings—giving the City a clear, data-driven roadmap.
Funding pathway identified: We screened locations for eligibility and teed up projects for the Highway Safety Improvement Program (HSIP, up to 90% federal) and the Signals & ITS Standalone Program (SISP, up to 90% state), organizing recommendations by likelihood of funding and flagging where quick traffic studies would unlock applications.
Proactive ped/bike safety: Beyond traditional crash stats, we applied a risk-based Pedestrian Risk Assessment that scores exposure (crossing width, volumes, speeds, existing features) and leverages STRAVA Metro activity to prioritize cost-effective fixes—high-visibility crosswalks, advance yield lines, RRFBs/PHBs, curb extensions. We also compiled pedestrian and bicycle crash rankings citywide to target high-severity patterns.
Capital improvements roadmap: The plan guides the City’s CIP by pinpointing corridor conversions (e.g., four-lane to three-lane with center turn lane), intersection signal upgrades, and signing/marking packages—prioritized to reduce the highest economic loss and night/slippery-condition crashes while positioning projects for outside funding.
TADI’s pre-SS4A work didn’t just diagnose safety issues—it lined up funding options and a phased program the City can carry into its capital plan.
